Poland, holding the rotating presidency of the European Union for the first half of 2025, is strongly promoting a new intergovernmental project designed to strengthen the strategic autonomy of the continent: the European Defence Mechanism (EDM - European Defence Mechanism).

According to a recent report published by the Belgian think tank Bruegel and commissioned by Warsaw, the initiative could be a turning point in integrating Europe's fragmented defence industries, stimulating competition and lowering production costs through market unification and shared military demand.

"If we do not integrate defence markets, individual countries will continue to pay very high costs to develop products such as the latest generation of fighters," said Guntram Wolff, co-author of the report.

The document was presented to the European Ministers of Economy and Finance at a meeting in Warsaw in April. The main objective is the creation of a common financing system for European armaments, capable of attracting new industrial players and consolidating the EU's technological competitiveness.

However, there is no shortage of political and institutional challenges: some Member States, due to constitutional constraints or political guidelines, might decide not to join the mechanism. The possible inclusion of non-EU countries such as the United Kingdom, Norway, Turkey and Canada is also being discussed.

Polish Deputy Prime Minister and Minister of Finance Andrzej Domański underlined the importance of the topic by stating:

"Security and defence financing is the priority in Europe today. That is why we strongly support the European Commission's ReArm Europe plan, which provides up to EUR 150 billion in dedicated loans."

Poland: emerging power in NATO

Since 2022, in response to Russian aggression against Ukraine, Poland has significantly increased its military budget, allocating approximately PLN 186.6 billion (USD 49.6 billion) to defence in 2025. This brings military spending to 4.7% of GDP, one of the highest values in the Atlantic Alliance.

A large part of the budget is earmarked for the purchase of US weapon systems such as F-35 fighter jets, Apache attack helicopters, Abrams tanks and Patriot batteries. At the same time, Prime Minister Donald Tusk expressed his willingness to also strengthen cooperation with European partners such as the United Kingdom and Turkey.

Towards a European-led defence

By promoting EDM, Warsaw also aims to foster joint projects such as theEuropean Air Shield Initiativeled by Germany, with the aim of unifying anti-aircraft defence acquisitions and protocols.

Europe, called upon to face new geopolitical challenges and reduce its dependence on the US, could find in the European Defence Mechanism the tool for true strategic and industrial autonomy.
