Following the start of technical activities related to Circular 7044 — which is paving the way for the structured resumption of activities of the Associazione Nazionale Paracadutisti d’Italia (A.N.P.d'I.) — an additional strategic piece has been set with the signing of the Memorandum of Understanding between the Italian Army and the Ente Nazionale per l'Aviazione Civile (ENAC).

Institutional Synergy: Army and ENAC Together for Safety

The signing of the protocol, which took place in the prestigious setting of the Central Library of Palazzo Esercito, marks a decisive step forward. The agreement defines a shared regulatory framework that integrates military capabilities and civilian resources, placing operational safety at the center.

The Chief of Staff of the Army, General of the Army Corps Carmine Masiello, highlighted how this agreement is fundamental not only for the allocation of responsibilities but also for bringing new generations closer to the value system of the Army: a heritage of dedication and spirit of service that remains the founding pillar of the Armed Force.

On the civilian front, the President of ENAC, Pierluigi Di Palma, emphasized how the protocol transforms institutional dialogue into an “enabling factor” for the country's economic development and competitiveness, overcoming bureaucracy through a model of responsible and modern integration.

From Theory to Practice: The Path of Circular 7044

This new institutional momentum fits perfectly into the operational path started last May 12 at the Valdera airfield (Pisa). On that occasion, the Experiences and Studies Office of the Paratroopers Brigade “Folgore” conducted a technical survey on the materials and aircraft (including Cessna 207 and Partenavia P68) used by the A.N.P.d'I.

The activity, provided for by the guidelines of Circular 7044, was not a mere bureaucratic check, but a moment of deep technical and identity harmony. The goal is clear: to ensure that the associative parachuting activity is carried out according to standards of excellence, in full compliance with safety regulations and in line with the traditions of the specialty.

Identity and Continuity: The “Sky” as a Common Goal

The path undertaken is mending, in this 2026, the bond between the “Folgore in arms” and the “Folgore in civil society”. The resumption of jumps for the A.N.P.d'I. represents not just a technical-organizational milestone, but an ideal continuity signal for the entire parachuting community.

For Italian paratroopers, the sky is not just a maneuvering space, but the place where the very identity of those who wear the maroon beret is forged.
