The Minister of Defense Guido Crosetto has addressed the issue of issuing and renewing military identification cards intended also for personnel no longer in service, clarifying that the Defense is already working to ensure a solution within the framework of the technological renewal process of the documents.
These are the statements of the Minister:
The controversies over the issuance and renewal of military identification cards, even for those discharged, arise in the context of the indispensable technological renewal of the “cards” to ensure they remain compliant with European and national regulations governing their issuance and distribution. This transition has generated some discrepancies that I have already asked to be resolved in recent days.

The central point of the statement concerns precisely the personnel who have left the service:
In particular, the Defense is already working so that all personnel, including those discharged, can obtain a card that recognizes their status.
The statement was published on August 6 on the official website of the Ministry of Defense.
The system already provided by the Defense
The Service Charter of the Ministry of Defense has long contained a specific section dedicated to the issuance and renewal of AT and BT model cards.
In the relevant table, the service is expressly indicated as the «issuance and renewal of mod. AT cards», intended for civilian or military personnel in retirement, with differentiated procedures for the individual Armed Forces and for the Carabinieri Corps.
As for the Army, the pages currently available on the institutional website confirm that the service of issuing and renewing cards continues to be managed through the territorial Documentary Offices.
The page dedicated to the Southern Territorial Command, for example, distinguishes, for residents of the Puglia region only, between CMD AT for auxiliary and reserve and AT cards for personnel in absolute discharge.
A similar regulation is reported by the Documentary Office of Rome.
The technological renewal indicated by the Minister
Crosetto's statement places the issue within the process of technological updating of military cards.
The Minister explicitly speaks of the need for the new documents to remain «compliant with European and national regulations governing their issuance and distribution».
Among the European requirements provided are the ID-1 format, the MRZ optical reading zone, and technical standards consistent with ICAO document 9303.
It is precisely during this transformation that what Crosetto defines as a «discrepancy» would have occurred.
However, the message is clear: the technological transition must not result in the loss of the possibility, for those who have left the service, to possess a card that recognizes their position.
Crosetto also states that he has already intervened in the previous days asking the Defense structure to resolve the issue.
Not a cancellation of the link with the Defense
What the Minister's statement seems to want to exclude is the interpretation that the digitization process could automatically lead to the disappearance of any form of documentary recognition for those who have served in the Armed Forces.
The previous system already distinguished between personnel in service, auxiliary, reserve, and absolute discharge, assigning different documents to the various legal conditions.
The modernization must now bring these categories within a technologically updated system compatible with the new security rules.
The issue, therefore, no longer seems to be if discharged personnel will be able to have a card that recognizes their status, but which card will be provided, with what characteristics, and for which categories of discharged personnel.
On these aspects, the Defense's provisions are now awaited.
