The British Ministry of Defence has launched a partnership with Avengers AI Labs, the Ukrainian platform used to train artificial intelligence systems for drones deployed on the battlefield.
According to British officials, this is the first time Kyiv has granted a foreign government access to the machine-learning infrastructure powered by data collected during the war. Ukraine had already shared combat-derived training data with its allies, but not this infrastructure.
London will invite up to twelve companies to submit proposals to use the platform. The focus will be primarily on technologies capable of remaining fully operational when communications are degraded or satellite navigation is unavailable.
More than five million images
Avengers AI Labs has an annotated archive containing more than 5 million frames from the battlefield. It also includes sensor data related to millions of object detections.
The material includes images and information on tanks, artillery, air defense and infantry. It also includes Shahed drones, uncrewed reconnaissance aircraft and other categories of targets observed during operations.
According to a statement from Ukrainian authorities, the information base was built primarily through DELTA, Ukraine's battlefield management system. The information collected is prepared for algorithm training through annotations that make it possible to identify objects in the images.
This dataset enables selected companies to work with material derived from real operational conditions. It does not, however, amount to the handover of the archive: access will be subject to restrictions set by Ukrainian authorities.
The data remain within the protected environment
Ukraine's Ministry of Defence specified that the data are anonymized and made available after a time delay. The measure is intended to prevent their use from endangering personnel still engaged in combat.
British companies will also operate within a protected environment. They will not be able to download the underlying dataset, which will therefore remain within the framework established by Ukraine.
The partnership gives British companies access to the tools Kyiv uses to develop artificial intelligence applications for the front line. At the same time, the arrangements are designed to preserve Ukrainian control over operational information.
British Defence Secretary Wes Streeting said that access to real battlefield data will allow UK companies to continue developing defense technologies. Streeting linked the initiative both to support for Ukraine and to British security.
The political agreement signed in Kyiv
The announcement comes one month after the signing of an artificial intelligence agreement between British Prime Minister Andy Burnham and Ukrainian President Volodymyr Zelenskyy. The agreement was signed during the British head of government's visit to Kyiv.
Burnham took part in the mission alongside other allies during Ukraine’s Independence Day. The visit was accompanied by a commitment to continue supporting the country.
Streeting said he observed the innovations Ukraine has developed to counter the Russian invasion during the trip. He described access to the platform as a first-of-its-kind initiative, saying it would help strengthen cooperation between the two countries.
Britain’s AI minister, Kanishka Narayan, also presented the project as an example of the practical cooperation pursued by the relevant task force. According to Narayan, the initiative should support Ukraine while also strengthening the United Kingdom’s sovereign capabilities.
Priority for systems without connectivity
The selection of proposals will focus on how systems operate in conditions where communications links and satellite navigation are disrupted. The source does not specify which technologies will be developed or which companies will participate.
The British ministry has only set a maximum limit of twelve participants. The submission of proposals therefore marks the start of the process and does not mean that specific solutions have already been adopted or put into operation.
The agreement combines Ukraine’s accumulated operational experience with British industrial capabilities, keeping data within a controlled infrastructure. The practical outcome will depend on the projects selected and the subsequent work carried out on the platform.
