The rationalization and requalification program of Defense military infrastructure continues in South Tyrol. On September 21, the 7th Exchange Agreement was signed in Bolzano, while at the "Lugramani" Barracks in Bruneck two new multifunctional buildings intended for Army personnel were inaugurated.
A project launched in 2007
The program originates from the Memorandum of Understanding signed in 2007 between the Ministry of Defense and the Autonomous Province of Bolzano and develops through six operational phases governed by specific Program Agreements.
The mechanism provides that the Province carries out construction and infrastructure works intended for Defense, receiving in return, after the inspection of the new structures, state property and military complexes no longer necessary for the Department's operational needs.
The project is managed by the General Secretariat of Defense, through the General Directorate of Works GENIODIFE, in collaboration with the Autonomous Province of Bolzano and the State Property Agency.
The "Rossi" Barracks in Merano
At the headquarters of the Autonomous Province of Bolzano, president Arno Kompatscher and the director of the State Property Agency Alessandra dal Verme signed the seventh Exchange Agreement.
Also present at the signing were the General Secretary of Defense Fabio Mattei and the Chief of Staff of the Army, General of the Army Corps Carmine Masiello.
The agreement sanctifies the formal transfer to the Autonomous Province of Bolzano of the second portion of the "Rossi" Barracks in Merano, as part of the broader program for rationalization of military real estate.
Two new buildings at the "Lugramani" Barracks
The delegation then moved to Bruneck, at the "Lugramani" Barracks, where the new infrastructure projects completed under the supervision of GENIODIFE were inaugurated.
The works resulted in the construction of two new multifunctional buildings, designed to improve both the operational capability of the units and the housing standards of Army personnel.
The structures were built in accordance with current regulations concerning sustainability, environmental impact reduction, energy efficiency, and land use.
A building dedicated to General Ivan Resce
During the day, the General of the Army Corps Ivan Resce was also commemorated, remembered by Defense as one of the figures who gave impetus to the Memorandum of Understanding at the basis of the entire program.
One of the new buildings of the "Lugramani" Barracks was dedicated to Resce.
Masiello: investing in infrastructure means investing in personnel
The Chief of Staff of the Army, General Carmine Masiello, emphasized how the modernization of infrastructure represents a direct investment in personnel and, consequently, in the operational capacity of the Armed Force.
This line also emerges from other recent initiatives promoted by the Army. Just a few days ago, on September 19, Masiello launched the construction of the new Army Recreation Center at Tor di Quinto, in Rome: over 4,000 square meters dedicated to military personnel and families, with a gym, wellness area, restaurant, cafeteria and two swimming pools.
On that occasion as well, the Chief of Staff had placed the Soldier at the center, highlighting how the well-being of personnel and families is not separate from the efficiency of the military instrument, but contributes to the operational readiness of the Army.
The initiatives in Brunico therefore fit into a broader infrastructure renewal policy of the Armed Force, which aims to combine operational requirements, sustainability and improvement of living and working conditions for the men and women of the Army.
Defense and territory
The South Tyrolean program is an example of cooperation between Defense, local administrations and the State Property Agency.
The progressive concentration of military activities in more modern infrastructure allows Defense to improve the standards of its facilities, while areas that are no longer necessary can be returned to the territory and allocated to new urban development projects.
A process that therefore aims to combine operational requirements, quality of life for personnel, sustainability and enhancement of public assets.
